Health & Social Care
As a Public Health Nurse (PHN) you deliver community-based nursing care across the lifespan, visiting families in their homes, running well-baby clinics, supporting older people, and working with individuals who have chronic illnesses or disabilities. You assess health needs, plan and implement care, and act as a key link between people in the community and the wider healthcare system. PHNs work closely with GPs, social workers, occupational therapists, midwives, and HSE colleagues to coordinate care and safeguard vulnerable individuals, including children and older adults. You also carry a caseload of clients in a defined geographic area, responding to referrals and proactively monitoring those at risk.
Listen: a day as a Public Health Nurse
Your alarm goes off at 7:15 a.m. Before you leave the house, you check your caseload on the HSE's patient management system and review the visits scheduled for today across your patch — a mix of rural townlands and a small housing estate on the edge of town. You pack your nursing bag: blood pressure cuff, glucometer, wound-care supplies, developmental screening tools, and a stack of referral forms. You are on the road by 8:30 a.m. Your first call is to a new mother, three weeks postpartum, who was referred by the midwifery team at the maternity unit. You weigh the baby using your portable scales, check the umbilical stump, and talk through breastfeeding difficulties. You also screen the mother quietly for postnatal depression using the Edinburgh Postnatal Depression Scale. Nothing alarming today, but you make a note to follow up next week and flag her to the GP.
To become a Public Health Nurse in Ireland you must first qualify as a Registered General Nurse (RGN) through an NFQ Level 8 Honours Bachelor of Science in Nursing, offered at universities and technological universities such as UCD, Trinity College Dublin, UCC, University of Galway, DCU, UL, and ATU. After registration with the Nursing and Midwifery Board of Ireland (NMBI) and gaining clinical experience as a staff nurse, you must complete a postgraduate qualification specifically in Public Health Nursing, typically an NFQ Level 9 Higher Diploma or Master's in Public Health Nursing. Leaving Certificate subjects that strengthen your application include Biology, Chemistry, and Irish, as Irish language competency is required for certain HSE positions and is assessed at entry. The HSE is the principal employer of PHNs, and appointment follows NMBI registration on the Public Health Nursing division of the register. Without full NMBI registration on the specialist register, you cannot practice as a PHN in Ireland.
Most PHNs begin their careers as staff nurses in acute hospital settings, building clinical experience before undertaking the postgraduate Public Health Nursing programme. On qualifying and achieving NMBI registration in the PHN division, they are appointed at Staff PHN grade within the HSE. With experience, PHNs can progress to Senior PHN roles, taking on supervisory and specialist responsibilities such as managing a team or leading a specific programme like the National Healthy Childhood Programme. Further progression can lead to management positions such as Director of Public Health Nursing or roles in HSE policy, nursing education, or advanced practice.
AI tools are beginning to assist PHNs by flagging high-risk individuals within caseloads through predictive analytics built into HSE electronic health record systems, helping to prioritise home visits more effectively. Digital platforms and telehealth services allow PHNs to conduct some follow-up consultations remotely, extending reach particularly in rural areas. However, the core of PHN work — home visiting, relationship building, hands-on assessment, and safeguarding — requires human judgement, empathy, and physical presence that AI cannot replace. PHNs will increasingly need digital literacy skills to work alongside these tools, but the profession is considered highly resilient to automation.
