What will you learn?

This part-time degree is designed specifically for people already working in Irish public bodies, local authorities, government departments, or semi-state organisations. You study how the Irish public sector is governed, how public finances are managed, and how services are planned and delivered to citizens. Modules cover public policy, administrative law, organisational behaviour, and e-government. A typical week involves blended learning — online readings and activities alongside occasional block attendance at the IPA in Dublin or regional centres — allowing you to balance work and study. You build practical skills you can apply directly in your day-to-day role in the civil or public service.

Required Education

Entry to this part-time degree is primarily aimed at people currently employed in the Irish public service, local government, or related bodies, rather than school leavers applying through the CAO. Most applicants hold a Leaving Certificate, and while there are no rigid subject requirements, good English and general literacy are expected. Because this is a Level 7 award aimed at working professionals, the IPA also accepts applicants on the basis of relevant work experience under Recognition of Prior Learning (RPL), making it accessible to those without traditional qualifications. Mature applicants who have worked in a public sector role for a number of years are particularly encouraged to apply. Progression from a relevant QQI Level 5 or 6 award in public administration or business may also support entry.

Core Subjects

Career Prospects

Demand for qualified public managers in Ireland remains steady, as the civil and public service continues to prioritise professionalisation and upskilling of its workforce. Graduates report improved prospects in internal promotion competitions and senior grade applications. The qualification is well recognised by the Public Appointments Service (PAS), which runs competitions for grades such as Higher Executive Officer and Administrative Officer. While public sector recruitment can be influenced by government spending cycles, long-term employment stability in this sector is generally strong.

Impact of AI on this program

Artificial intelligence is increasingly relevant to public administration, with Irish government bodies investing in automation of routine administrative tasks, data analytics for policy decisions, and AI-assisted citizen services. As a student on this programme, you will encounter e-government and digital transformation themes that address how these tools are reshaping public service delivery. Understanding the ethical, legal, and governance dimensions of AI use in the public sector is becoming an important competency for public managers. However, the core functions of policy judgement, democratic accountability, and human-centred service delivery are not easily automated, keeping skilled public administrators in demand.

How to apply

Most full-time undergraduate programmes in Public Management or related Public Administration fields are applied for through the CAO (www.cao.ie) by 1 February each year. The IPA operates independently of the CAO and applicants should apply directly to the IPA, where entry is typically based on prior qualifications, relevant work experience in the public sector, and interview rather than Leaving Certificate points.
